I was involved in the legalization of recreational cannabis in CA and the level of “incompetence” on both sides was huge. The government can’t do anything right (in general too), because they don’t care - they don’t have the knowledge or incentive. But the industry was rather clueless how politics works (most of us are—I was a lobbyist) and this was exacerbated by their reluctance to show their face in government proceedings due to the very nature of the business they were in.

And all compounded by the new revenue not growing as much as they expected. Probably because most heavy users already had their sources. You throw in taxes, big players entering the market, and a lot of competition, it’s a bad scene.
