I wonder what is the percentage of people under, say, 30 years old. In my experience as a green energy lobbyist and activist, young people are FAR more likely to engage than people who are older simply because it is more likely to affect them.

Any action should be primarily focused on young people, older people are generally not going to do a damned thing about it.
