Most people (especially people who make policy like Politicians and administrative law folks involved in energy) are too busy, too ignorant, and too biased by quick focus on optics to pay attention to or understand even the smallest amount of this material. I'm glad the industry has started to create the terms green, blue, etc to distinguish between hydrogen that is just acting as a battery for energy created by traditional means (mostly fossil fuels) vs. is not using fossil fuels and who's total carbon footprint is less than fossil alternatives. But still, when it comes to creating policy, one needs to make this stuff so simple, a short attention span 4th grader can understand it - (i.e. politicians and the populace).
