This is the same problem I’ve seen in dysfunction companies I’ve work for and even in the US government when I was a lobbyist. Also in our school system about the effectiveness of educational initiative like standardized testing. Putin on a larger scale of course. Sadly this is human nature, two types of strategies for operating in a group of people:
1) Looters
2) Producers

Sadly #1 is easier.
