X is now Elon‘s personal cyber army. I don’t think he cares that much if people leave it, and he doesn’t care if he loses money, because he needs his army. The question is whether his investors are going to dump him, and how that would impact him.

My understanding of blue sky is that it was a project within Twitter, started by Jack Dorsey, to reduce the impact of bots, to increase transparency, to reduce the perception that Twitter is controlling things, etc.
