Yes technology can be used for both good and bad (eg Fire, nuclear weapons, fake videos). The problem is that bad can easily win as the technology gets complex, even if there are relatively simple solutions because there is not an economic incentive to scale up a good solution and too many monkey wrenches thrown in by lobbyists to add confusion.

Take deepfake videos, a security export knows that digital signatures is a relatively simple and extremely robust technology. But Congress is incapable of understanding how to solve the problem in practice (eg requiring Facebook and YouTube to deploy it) and are easily thrown off by these monkey wrenches.
